"Cap and Trade" Update: Will Cost Up To $7 Trillion and 800,000 American Jobs Over Next 20 Years!

Team "O" is getting ready to join the international "climate change" fleecing of tax dollars and jobs in America. Yesterday, Fox News obtained a UN document which details how a "climate change" plan will use fake science to induce a massive worldwide redistribution of wealth in an attempt to conrol the global economy.

At its first negotiations on climate change, the Obama administration is trying to convince other countries that the U.S. does care about global warming and wants to shape an international accord.

After eight years on the sidelines, the U.S. says it is ready for a central role in developing a new agreement to slash greenhouse gases. But whether the U.S, which is the second largest source of heat-trapping pollution, is ready to sign onto a deal by year's end could depend on Congress.

"Cap and trade" programs have killed jobs in California and the European Union.

The CBO estimates that "cap and trade" generally decreases revenue to the Federal Government, leading to an increased deficit.

Obama's "cap and trade" energy plan -- which he said this week he would sign -- may cost over $2 Trillion and up to 4 million jobs.

Cap and trade bills are nothing short of a government re-engineering of the American economy. With its aggressive targets to reduce emissions from fossil fuel use, it would put the nation on a path of serious economic harm not justified by any benefits.

Not to mention, science has yet to show that "cap and trade" will actually do anything for so-called "climate change".

Out of the entire atmospheric makeup, only one to two percent is made up of greenhouse gases with the majority being nitrogen (about 78 percent) and oxygen (about 21 percent). Of that two percent, “planet-killing” carbon dioxide comprises only 3.62 percent while water vapor encompasses 95 percent. And of the amount of carbon dioxide in the atmosphere, humans cause only 3.4 percent of annual CO2 emissions. What does this all boil down to? As shown by the accompanying graph, not very much.

Indeed, anthropogenic effects are real but carbon is such a small portion of the natural cycle, and let’s not forget both the sun and carbon are needed for natural cycles that are good for the earth such as photosynthesis—the process by which plants turn sunlight, water and carbon dioxide into carbohydrates. Perhaps the most alarming part is the price tag associated with attempting to reduce such a small part of the atmosphere and something we really cannot control. Our analysis shows the cumulative GDP losses for 2010 to 2029 approach $7 trillion. Single-year losses exceed $600 billion in 2029, more than $5,000 per house¬hold. Job losses are expected to exceed 800,000 in some years, and exceed at least 500,000 from 2015 through 2026. It is important to note that these are net job losses, after any jobs created by compliance with the regulations–so-called green jobs–are taken into account. In total, the “climate revenue” (read: energy tax) could approach two trillion over eight years. Keep in mind, this is all for negligible environmental benefits.

Nevertheless, it’s easy to pretend the science on global warming is conclusive when environmentalist extremists suppress dissenting opinions. Economist Walter Williams provides a few examples and draws an interesting parallel:

There’s a much more important issue that poses an even greater danger to mankind. That’s the effort by environmentalists to suppress disagreement with their view.

According to a March 11 article in London’s Sunday Telegraph, Timothy Ball, a former climatology professor at the University of Winnipeg in Canada, has received five death threats since he started questioning whether man was affecting climate change. Richard Lindzen, professor of Atmospheric Science at MIT, said, “Scientists who dissent from the alarmism have seen their funds disappear, their work derided, and themselves labeled as industry stooges.”

Nigel Calder, a former editor of New Scientist, said, “Governments are trying to achieve unanimity by stifling any scientist who disagrees. Einstein could not have got funding under the present system.”

Suppressing dissent is nothing new. Italian cosmologist Giordano Bruno taught that stars were at different distances from each other surrounded by limitless territory. He was imprisoned in 1592, and eight years later he was tried as a heretic and burned at the stake. Because he disagreed that the Earth was the center of the universe, Galileo was ordered to stand trial on suspicion of heresy in 1633. Under the threat of torture, he recanted and was placed under house arrest for the rest of his life.”


That was 1592. After 400 and some odd years, one would think it’d be a little different.

To the Ancient Greeks, hubris was an act of arrogance and presumption that offended the gods. For Lord Owen, leader of the ill-fated SDP in the 1980s, and himself accused of overweening pride during those turbulent times, it is a medical disorder that can turn prime ministers and presidents into despots.

In a paper for the medical journal Brain, the former doctor, who trained in psychiatry, writes that what he terms hubris syndrome is an occupational hazard for those in power. David Lloyd George had it, he concludes reluctantly of a Welsh hero, and so did Neville Chamberlain. In recent times, Margaret Thatcher and Tony Blair had it, and so did Blair's joint perpetrator of the Iraq war, George Bush.

The syndrome is not limited to politicians: Owen sees hubris syndrome in the bankers whose pride has landed them in the hands of Nemesis, the Greek god of revenge, as the public bays for their bonuses.

Owen, who previously explored political hubris in a book, hopes with his scientific paper and a discussion at the conference of the Royal College of Psychiatrists in June to persuade doctors to take hubris syndrome seriously. Acceptance by doctors will lead to greater recognition among voters and, he hopes, greater checks on prime ministers.

"Because a political leader intoxicated by power can have devastating effects on many people, there is a particular need to create a climate of opinion that political leaders should be held more accountable for their actions," writes Owen in his joint paper with Jonathan Davidson, a psychiatrist at Duke University Medical Centre, North Carolina.

A Dallas police officer who drew his gun after pulling over an NFL player rushing to see his dying mother-in-law apologized today for his actions.

NFL Player Ryan Moats — a running back for the Houston Texans — sped his car toward Baylor Regional Medical Center of Plano. But when the Moats arrived at the emergency room parking lot, they were stopped by Dallas Texas Officer Robert Powell who stopped him from seeing his dying Mother-In-Law, becuase he ran a Red light.

Apology or not; the officer acted recklessly and violated his oath to "serve and protect".

Japan Deploys Missile Interceptors In Anticipation Of North Korea Rocket Launch


North Korea is expected to test fire a long range rocket soon. They claim the mission is to launch a communications satellite, but the international community believes the rocket is designed to test a long-range weapon.


America's top military officer said on Friday that a rocket North Korea plans to launch next month has a range that could possibly reach Hawaii.

Asked if the North Korean rocket could reach the US states of Hawaii or Alaska, Admiral Mike Mullen told CNN: "In some cases, yes, they could probably get down to Hawaii."

International concern has been mounting about North Korea's announcement it would launch a communications satellite between April 4 and 8.


Earlier this week, while speaking to reporters during a visit to Mexico City, Secretary of State Hillary Clinton on Wednesday warned North Korea that firing a missile for any purpose would be a 'provocative act' that would have consequences.

WSJ reports:


Japan's move Friday to deploy missile interceptors is the boldest challenge North Korea faces so far to its plan to launch a rocket in the next few days.

Japanese Defense Minister Yasukazu Hamada said he ordered the deployment of missile interceptors to Japan's northern coast to prepare to shoot down the rocket and any debris that could fall on Japanese territory. It was the first such order Japan had issued, a ministry spokesman said.

In the weekly Republican address, Senator Judd Gregg explains why Republicans think President Obama's budget spends too much, taxes too much, and borrows too much. Republicans believe we create prosperity by having an affordable government without excessive spending, taxes, or debt.

I'm so glad Sen. Gregg stayed in Congress instead of selling his soul to the devil.

He's already said Obama's Budget will bankrupt the nation and that the White House's math is a "spurious" lie. He has also criticized the U.S. debt, adding that our current situtation would prevent us from being eligible for the EU!

Gregg is widely respected for his fiscal opinions and Obama himself gives Gregg's comments a sense of stinging credibility. When the president introduced Gregg as his nominee for Commerce Secretary last month, he said Gregg is known for is fiscal discipline.



"Hello, I'm Judd Gregg, Senator from New Hampshire. We all know these are difficult times. People are worried about keeping their jobs, paying their bills, the value of their homes and the cost of sending their kids to college. It's hard.

"Thus I appreciate, as do all Americans, the efforts being made by our President and his seriousness about addressing these issues.

"But what concerns many of us are his proposals in the budget he recently sent to the Congress that dramatically grow the size and cost of government and move it to the left.

"It is our opinion that this plan spends too much, taxes too much and borrows too much.

"You may have heard this before that the budget of the President spends too much, taxes too much and borrows too much.

"What do we mean? Well, let me give you a few examples.

"In the next five years, President Obama's budget will double the national debt; in the next ten years it will triple the national debt.

"To say this another way, if you take all the debt of our country run up by all of our presidents from George Washington through George W. Bush, the total debt over all those 200-plus years since we started as a nation, it is President Obama's plan to double that debt in just the first five years that he is in office.

"He is also planning to spend more on the government as a percentage of our economy than at any time since World War II.

"His budget assumes the deficit will average $1 trillion dollars every year for the next 10 years and will add well over $9 trillion dollars in new debts to our children's backs.

"He also is proposing the largest tax increase in history, much of it aimed at taxing small business people who have been, over the years, the best job creators in our economy. And further, he is proposing a massive new national sales tax on your electric bill. So that every time you turn on a light switch in your house, you will be hit with a new tax -- and it averages over $3,000 per household.

"These are staggering numbers and represent an extraordinary move of our government to the left.

"The President to his credit is not trying to hide this; in fact he is very forthright in stating that he believes that by greatly expanding the spending, the taxing and the borrowing of our government, this will lead us to prosperity.

"Here of course is where we differ. We believe you create prosperity by having an affordable government that pursues its responsibilities without excessive costs, taxes or debt. That it is the individual American who creates prosperity and good jobs, not the government.

"We believe that you create energy independence not by sticking Americans with a brand new national sales tax on everyone's electric bill, but by expanding the production of American energy, such as environmentally sound off-shore drilling, nuclear power, wind, solar while also conserving more.

"We also believe you improve everyone's health care not by nationalizing the health care system and putting the government between you and your doctor, but by assuring that every American has access to quality health insurance and choices in health care.

"We believe that you run a sound and affordable government not by running up the national debt to historic levels and unsustainable levels while over-taxing working Americans and spending as if there is no tomorrow, but rather by working on limiting the growth of government in a manner that is affordable not only today but for the next generation through limiting spending and addressing core issues like the cost of entitlements.

"Our nation has an exceptional history of one generation passing on to the next generation a more prosperous and stronger country, but that tradition is being put at risk. The dramatic move to the left and the massive increase in the size and cost of the government, proposed by the budget of President Obama, will lead to an immense national debt that not only threatens the value of the dollar and puts at risk our ability to borrow money to run the government. But it will also place our children at a huge disadvantage as they inherit this debt which will make their chances of success less than those given to us by our parents. It is not right for one generation to do that to another generation.

"Rather, we believe that if you properly steward the responsibilities of the government, if you do not spend too much, if you do not tax too much, if you do not borrow too much, we can leave our children a better nation where they will have even greater opportunity for prosperity, peace and freedom.

"Thank you for taking the time to listen, and have a great weekend."

I usually translate Obama's Weekly Address to expose the BS, but I'm going to let him slide this week out of respect for the victims in the Upper Midwest.

My one criticism, however, is that he uses another "crisis" to promote the ridiculous "Volunteer" Serfdom Bill passed by Congress this week.

Washington, DC

Even as we face an economic crisis which demands our constant focus, forces of nature can also intervene in ways that create other crises to which we must respond – and respond urgently. For the people of North and South Dakota and Minnesota who live along rivers spilling over their banks, this is one such moment.

Rivers and streams throughout the region have flooded or are at risk of flooding. The cities of Fargo and neighboring Moorhead are vulnerable as the waters of the Red River have risen. Thousands of homes and businesses are threatened.

That is why, on Tuesday, I granted a major disaster declaration request for the State of North Dakota and ordered federal support into the region to help state and local officials respond to the flooding. This was followed by an emergency declaration for the State of Minnesota. And we are also keeping close watch on the situation in South Dakota as it develops.

The Department of Homeland Security and the Federal Emergency Management Agency continue to coordinate the federal response. Homeland Security Secretary Janet Napolitano is helping to oversee federal efforts and she remains in close contact with state officials. Acting FEMA administrator Nancy Ward has been in the region since yesterday to meet with folks on the ground and survey the area herself.

In addition, The U.S. Army Corps of Engineers is assisting in the emergency construction of levees. The Coast Guard is aiding in search and rescue efforts while the Department of Defense is helping to move people and supplies. Members of the National Guard have been activated and are on the scene as well.

Hospitals and nursing homes in the area are being evacuated and residents in poor health or with special needs are being transported to higher ground. Teams from the Department of Health and Human Services are aiding in this work. And the Red Cross is in place to provide shelter and supplies for folks in need.

It is also important for residents in these states to remain vigilant in monitoring reports on flood crests and to follow instructions from their state and local leaders in the event that evacuations become necessary.

My administration is working closely with Governors John Hoeven, Mike Rounds and Tim Pawlenty. And I’ve been meeting with Senators Byron Dorgan, Kent Conrad, and Amy Klobuchar, as well as Congressmen Earl Pomeroy and Collin Peterson, to pledge my support. I will continue to monitor the situation carefully. We will do what must be done to help in concert with state and local agencies and non-profit organizations – and volunteers who are doing so much to aid the response effort.

For at moments like these, we are reminded of the power of nature to disrupt lives and endanger communities. But we are also reminded of the power of individuals to make a difference.

In the Fargodome, thousands of people gathered not to watch a football game or a rodeo, but to fill sandbags. Volunteers filled 2.5 million of them in just five days, working against the clock, day and night, with tired arms and aching backs. Others braved freezing temperatures, gusting winds, and falling snow to build levees along the river’s banks to help protect against waters that have exceeded record levels.

College students have traveled by the busload from nearby campuses to lend a hand during their spring breaks. Students from local high schools asked if they could take time to participate. Young people have turned social networks into community networks, coordinating with one another online to figure out how best to help.

In the face of an incredible challenge, the people of these communities have rallied in support of one another. And their service isn’t just inspirational – it’s integral to our response.

It’s also a reminder of what we can achieve when Americans come together to serve their communities. All across the nation, there are men, women and young people who have answered that call, and millions of other who would like to. Whether it’s helping to reduce the energy we use, cleaning up a neighborhood park, tutoring in a local school, or volunteering in countless other ways, individual citizens can make a big difference.

That is why I’m so happy that legislation passed the Senate this week and the House last week to provide more opportunities for Americans to serve their communities and the country.

The bipartisan Senate bill was sponsored by Senator Orrin Hatch and Senator Ted Kennedy, a leader who embodies the spirit of public service, and I am looking forward to signing this important measure into law.

In facing sudden crises or more stubborn challenges, the truth is we are all in this together – as neighbors and fellow citizens. That is what brought so many to help in North Dakota and Minnesota and other areas affected by this flooding. That is what draws people to volunteer in so many ways, serving our country here and on distant shores.

Our thanks go to them today, and to all who are working day and night to deal with the disaster. We send them our thoughts, our prayers, and our continued assistance in this difficult time.

The plan would actually allow the government to seize private property and set pay limits for private employees. Manzullo questioned Geithner on the plan during yesterday's Financial Services Committee hearing on the issue.

Yesterday, Rep. Manzullo challenged Tim Geithner on Capitol Hill asking the Treasury Secretary: "Do you know how radical your plan is?"

Battle Over The Arctic: Russia Stakes Claim But "Canada Is A Artic Power"!

MOSCOW (AP) - Russia is planning to create a dedicated military force to help protect its interests in the disputed Arctic region.

The presidential Security Council has released a document outlining government policy for the Arctic that includes creating a special group of military forces. The report was released this week and reported by Russian media on Friday.

Russia, the United States, Canada and other northern countries are trying to assert jurisdiction over the Arctic.


When did Canada become an "Arctic Power"?

The dispute has intensified amid growing evidence that the shrinking polar ice is opening up new shipping lanes and allowing natural resources to be tapped.

The Canadian government on Friday reaffirmed its Arctic claims, saying it will defend its northern territories and waters after Russia earlier announced plans to militarize the North.

"Canada is an Arctic power," Catherine Loubier, a spokeswoman for Foreign Affairs Minister Lawrence Cannon, said in an email to AFP.

"The government is engaged in protecting the security of Canada and in exercising its sovereignty in the North, including Canadian waters," she said.


Loubier pointed to the planned acquisition of Arctic patrol vessels, construction of a deep water port and eavesdropping network in the region, annual military exercises and boosting the number Inuit Arctic rangers keeping on eye on goings-on along its northern frontier.

Earlier, Russia announced plans to turn the Arctic into its "leading strategic resource base" by 2020 and station troops there, documents showed, as nations race to stake a claim to the oil-rich region.

The country's strategy for the Arctic through 2020 -- adopted last year and now published on the national security council website -- says one of Russia's main goals for the region is to put troops in its Arctic zone "capable of ensuring military security."

Today on Glenn Beck’s radio show, Bachmann declared that the U.S. will soon be moving to “give up the dollar as our currency and we would just go with a One World currency.” Such action, she warned, would mean the U.S. as a country would be “no more”:

Hospital Horror Update: House Health Plan to Include Government-Run Option

President Obama launched his "bold" nationalized health-care plan a weeks ago.

Just as Rahmbo The Ballerina said never let a good crisis go to waste, Obama has used the economic crisis as the impetus for passing his radical nationalized health-care agenda.

It's our view, that the President is not terribly concerned with actually fixing the economy.

Instead, he will use smoke and mirrors to covertly pass a radical Socialist agenda, establish a vast power grab for voting supremacy, and attempt to implode America from within.

The Obama Budget contains a $634 Billion "down payment" on national health-care that will ultimately top $1 Trillion!

Sneaky Democrats on Capitol Hill quietly sneaked "stealth-care" into the $800 Billion CRAPulus Socialism Bill.

And all of this crap to get health care that Europe has proven as a complete and utter failure. British PM Gordon Brown recently issued an apology for a "Third World Hospital".

Bloomberg reports:

March 26 (Bloomberg) -- House Speaker Nancy Pelosi said the House this year will consider health-care legislation including an option for a government-run program that would compete with insurers.

“This is a big agenda, and I believe it should have a public option in it for it to be really substantial,” Pelosi told reporters at her weekly news conference in the U.S. Capitol.

President Barack Obama has said he wants Congress to produce legislation that would expand health-care coverage for the country’s 46 million uninsured and reduce medical costs. Republicans and some insurers have opposed the creation of a new program modeled on Medicare as part of the effort. The top Republican on the Senate Finance Committee, Senator Charles Grassley of Iowa, last week called the idea a “deal-breaker.”

Pelosi said the Democratic-controlled House will be “aggressive” in its approach to a health-care overhaul, which is a centerpiece of Obama’s agenda. She said a government role in health care will help U.S. companies be more competitive.

“This is not only about the health of individuals in our country, which will be justification enough,” said Pelosi, a California Democrat. “It’s about the competitiveness of our businesses to make them globally competitive because they are competing with companies and countries where the federal government -- their governments -- pay for health care. They don’t have to bear those health care costs.”

Sen. Jim DeMint wrote a great op/ed in the Washington Examiner a few weeks ago on the dangers of national health care.

In Great Britain last year, a 24-year old woman named Katie Hilliard was diagnosed with cervical cancer. The disease has since spread to her lungs and lymph nodes. In October, she took time off from her course of chemo and radiation therapy to marry her fiancée because, in her words, “We didn’t know how ill I would get.”

The family of Claire Everett does know. She died in September, of the same disease, with her parents, husband, and two-year old son by her side. She was 23.

Both could have been diagnosed early and possibly saved by a routine screening test. But the British National Health Service does not allow women under the age of 25 to receive that test.

These kinds of stories are commonplace in nations with government-controlled health care, with good reason. As the miracle workers in the global medical research field develop treatments to keep us alive and healthy much longer than ever before, the costs of health care inevitably rise. Government health services looking to cut costs usually choose to ration coverage.

In Great Britain, Canada, Sweden, and elsewhere, government bureaucrats decide which patients may receive which treatments based on how beneficial the treatment will be – beneficial to the government, that is, not the patient.

The process by which government health departments decide who gets what is called “Comparative Effectiveness Research” (CER). And you might be surprised to know there was more than $1 billion allocated for CER in the so-called economic stimulus bill passed last month by Congress.

The same research that countries with government-controlled care use to deny hip replacements to seniors with osteoporosis, let patients with macular degeneration go blind in one eye before treatment, and deny breakthrough drugs to patients with Alzheimer’s and multiple sclerosis, has now become part of American federal law.

Americans should be shocked, but not surprised. CER is only one step in the Obama Administration’s insidious plan to take over American health care… for our own good.

Consider the case of Tom Daschle, President Obama’s first choice for Secretary of Health and Human Services (HHS), and America’s leading cheerleader for CER. He wrote a book calling for federal bureaucrats to make “specific coverage decisions” for government-managed health care programs and to “exert tremendous influence on every … provider and payer, even those in the private sector” [emphasis added].

Consider the billions set aside in the stimulus bill to begin creating a national database of digitized medical records, Health IT. I have no problem with electronic medical records – they will probably reduce mistakes, lower costs, and even save lives.

But I have a big problem with the government mandating the format of those records, fining any insurer who chooses alternative formats, and then using its massive database of confidential patient information to conduct its CER studies. But that’s exactly what the president’s 2010 budget advocates: “When [CER is] coupled with electronic health records, these findings can form the basis for clinical decision support tools.”

And consider the expansion of the State Children’s Health Insurance Program (SCHIP), the first health care bill President Obama signed into law. Enacted in 1997 to provide health coverage for children of the working poor, the new SCHIP will cover children of parents who earn up to $106,000 per year. That is, children throughout the lower, middle, and upper-middle class will now grow up eligible for and accustomed to government-managed health care.

Unless Americans act quickly, this health care nightmare could soon be reality: when “Generation SCHIP” reaches adulthood and risks losing its “free” health care, voters will finally allow Democrats to socialize medicine once and for all.

Armed with its Health IT-based CER studies, the federal government can start rationing health care as it must to control the costs of a massive universal system.

When that happens, the consequences here in America will be the same as they have been everywhere else socialized medicine has been tried. Sick patients will wait weeks to see a primary care physician. They will wait months to see a specialist. They will wait years to receive routine treatments. And they will be denied extraordinary treatments altogether. And before long, we’ll understand the true, human costs of a “free” system.

If we do not act quickly to reject socialized medicine, the next Katie Hilliard or Claire Everett won’t be across an ocean, but across town, across the street, or maybe even across the kitchen table.

In early January, we highlighted the beginnings of the organization of "boots on the ground" designed to pressure Americans and lawmakers into accepting Obama's socialist agenda.

Earlier this week, H.R. 1388 just made the nightmare of Obama's "National Citizen's Security Force " a reality.

Yesterday, the Senate overwhelmingly approved a bill Thursday to broadly expand national community service programs, increasing the number of positions to 250,000 from 75,000 and creating new cadres of volunteers focused on education, clean energy, health care and veterans.

Sen. Jim DeMint discusses the many flaws of the National Service Act being considered on the Senate floor, calling it "a well-intentioned mistake".



It is understandable why Congress would want to get involved. We see that passion to serve, that desire to do something that is greater than yourselves. We look at that working in our civil society and we want to get involved and expand it.

Unfortunately, our history shows us when Government gets involved, it tends to take something that is working and make it not work nearly as well. Civil society works because it is everything Government is not. It is small, it is personal, it is responsive, it is accountable. Civil society must be protected from any effort to make it more like Government.

That is what we are doing with this bill today. This bill centralizes control of important functions of our civil society. There is a downside to good intentions here in Government. The Founders created a limited government and our oath to support and defend the Constitution means that is our focus here. Our oath is to a limited government. The Founders wanted the people to be free from our good
intentions. Government charity is anathema to what our Founders intended and what our Constitution stands for. Despite our good intentions, where we try to implement those good intentions and our compassion through the force of Government, we are effectively violating our oath of office here.

U.N. 'Climate Change' Plan: Wealth Redistribution Of $$ Trillions to Form New World Economy

"Cap and trade" programs have killed jobs in California and the European Union.

The CBO estimates that "cap and trade" generally decreases revenue to the Federal Government, leading to an increased deficit.

Obama's "cap and trade" energy plan may cost over $2 Trillion and up to 4 million jobs.

Cap and trade bills are nothing short of a government re-engineering of the American economy. With its aggressive targets to reduce emissions from fossil fuel use, it would put the nation on a path of serious economic harm not justified by any benefits.

Not to mention, science has yet to show that "cap and trade" will actually do anything for so-called "climate change".

A United Nations document on "climate change" that will be distributed to a major environmental conclave next week envisions a huge reordering of the world economy, likely involving trillions of dollars in wealth transfer, millions of job losses and gains, new taxes, industrial relocations, new tariffs and subsidies, and complicated payments for greenhouse gas abatement schemes and carbon taxes — all under the supervision of the world body.

Those and other results are blandly discussed in a discretely worded United Nations "information note" on potential consequences of the measures that industrialized countries will likely have to take to implement the Copenhagen Accord, the successor to the Kyoto Treaty, after it is negotiated and signed by December 2009. The Obama administration has said it supports the treaty process if, in the words of a U.S. State Department spokesman, it can come up with an "effective framework" for dealing with global warming.

The 16-page note, obtained by FOX News, will be distributed to participants at a mammoth negotiating session that starts on March 29 in Bonn, Germany, the first of three sessions intended to hammer out the actual commitments involved in the new deal.

In the stultifying language that is normal for important U.N. conclaves, the negotiators are known as the "Ad Hoc Working Group On Further Commitments For Annex I Parties Under the Kyoto Protocol." Yet the consequences of their negotiations, if enacted, would be nothing short of world-changing.

Getting that deal done has become the United Nations' highest priority, and the Bonn meeting is seen as a critical step along the path to what the U.N. calls an "ambitious and effective international response to climate change," which is intended to culminate at the later gathering in Copenhagen.

Just how ambitious the U.N.'s goals are can be seen, but only dimly, in the note obtained by FOX News, which offers in sparse detail both positive and negative consequences of the tools that industrial nations will most likely use to enforce the greenhouse gas reduction targets.

The paper makes no effort to calculate the magnitude of the costs and disruption involved, but despite the discreet presentation, makes clear that they will reverberate across the entire global economic system.

Brazil’s President Blames White People for Economic Crisis

The Financial Times reports:

Brazil’s President Luiz Inácio Lula da Silva on Thursday blamed the global economic crisis on “white people with blue eyes” and said it was wrong that black and indigenous people should pay for white people’s mistakes.

Speaking in Brasília at a joint press conference with Gordon Brown, the UK prime minister, Mr Lula da Silva told reporters: “This crisis was caused by the irrational behaviour of white people with blue eyes, who before the crisis appeared to know everything and now demonstrate that they know nothing.”

He added: “I do not know any black or indigenous bankers so I can only say [it is wrong] that this part of mankind which is victimised more than any other should pay for the crisis.”

Mr Brown appeared to distance himself from Mr Lula da Silva’s remarks. “I’m not going to attribute blame to any individuals,” he said.

CRAPulus Funds To Be Used To Try To Curtail Suicide Attempts

Two more used the Akron bridge — more commonly known as the Y-Bridge — to commit suicide in 2008.

Akron hopes to curtail future deaths on what has been dubbed ''Suicide Bridge'' by installing a fence.

The controversial fencing — some have been pushing for it, while others think it's a waste of money — was among the local projects the state approved Thursday for federal stimulus funds.



''It just makes a safer Akron for everybody,'' said Robert Conley, who has been urging the fencing since his son, Kevin, jumped off the bridge to his death in 2006.

Akron received the most stimulus funding of any local community — $21 million for four projects, including $7.5 million for improvements to the Y-Bridge. (The fencing is expected to cost $1 million to $1.5 million; the rest will go toward new decking for the 28-year-old span.)

Rep. Michele Bachmann Introduces Bill To Protect American Dollar

Today, a UN Panel of expert economists pressed for a new global currency reserve scheme to replace the volatile, dollar-based system and for coordinated steps by rich countries to stimulate their economies.


Rep. Michele Bachmann (R-MN), who ripped Geithner on Monday over the constitutionality of his banking plan, has introduced a bill that would "bar the dollar from being replace by any foreign currency."

A statement from Bachmann's website:

“Yesterday, during a Financial Services Committee hearing, I asked Secretary Geithner if he would denounce efforts to move towards a global currency and he answered unequivocally that he would," said Bachmann. "

And President Obama gave the nation the same assurances. But just a day later, Secretary Geithner has left the option on the table. I want to know which it is. The American people deserve to know."


On Monday, Geithner and Bernanke both rejected the idea of a global currency in Congressional testimony. President Obama echoed the same in his new conference earlier this week.

But in remarks to the Council on Foreign Relations yesterday, Geithner indicated he was open to the idea.

Judd Gregg: U.S. Couldn't Even Join EU Due to Debt Levels

I'm so glad Sen. Gregg stayed in Congress instead of selling his soul to the devil.

He's already said Obama's Budget will bankrupt the nation and that the White House's math is a "spurious" lie.

Gregg is widely respected for his fiscal opinions and Obama himself gives Gregg's comments a sense of stinging credibility. When the president introduced Gregg as his nominee for Commerce Secretary last month, he said Gregg is known for is fiscal discipline.

The United States wouldn't even be eligible to enter the European Union if it wanted to because of its debt levels, Sen. Judd Gregg (R-N.H.) claimed Thursday.

"We won't even be able to get into the EU if we wanted to," Gregg said this morning on MSNBC, "because our government is so large and so huge."

The European Union's Stability and Growth Pact (SGP) adopted in 1997 requires a budget deficit to be less than three percent, and requires a national debt beneath 60 percent of Gross Domestic Product (GDP).

"We've been lectured by France on the fact that we're not fiscally responsible right now," Gregg, the would-be commerce secretary, noted with incredulity.

"Do you realize how radical your proposal is?" Rep. Donald Manzullo (R-Ill.) asked.

"It's not radical. . ." Geither began, before Manzullo interrupted him.

"You're talking about seizing private businesses and you don't consider that radical?" Manzullo replied, his voice rising.

Manzullo is trying to get Geithner to give details of the plan -- that's where Geithner got stung before -- but Geithner doesn't have them yet.

"If the plan were not radical," Manzullo said to Geithner, "you would have answers to some of my questions, such as, what size business would be subject to this?"

U.S. Treasury Secretary Timothy Geithner said regulation of the U.S. financial system needs a broad overhaul to heal a crippling lack of confidence caused by the credit crisis.

“To address this will require comprehensive reform,” Geithner said at a House Financial Services Committee hearing. “Not modest repairs at the margin, but new rules of the game.”

Geithner’s proposals would bring large hedge funds, private-equity firms and derivatives markets under federal supervision for the first time. A new systemic risk regulator would have powers to force companies to boost their capital or curtail borrowing, and officials would get the authority to seize them if they run into trouble.

The Obama administration is counting on public anger over the taxpayer-financed rescues of American International Group Inc., Bear Stearns Cos. and other firms to help it win approval for the changes, which could be the most sweeping since the 1930s. Policy makers want to improve the oversight of the financial system now rather than wait until the crisis is over, administration officials said on condition of anonymity.

A surge in drug gang killings to 6,300 last year and fears the violence could seep over the border has put Mexico's drug war high on President Barack Obama's agenda, after years of Mexico feeling that Washington was neglecting a joint problem.

"Our insatiable demand for illegal drugs fuels the drug trade. Our inability to prevent weapons from being illegally smuggled across the border to arm these criminals causes the death of police officers, soldiers and civilians," Clinton told reporters during her flight to Mexico City.

"I feel very strongly we have a co-responsibility."

SAGINAW, Mich. (March 26) - A man police caught performing a sex act with a car wash vacuum has been sentenced to 90 days in the Saginaw County Jail. Jason Leroy Savage must also submit to drug testing.

The 29-year-old Swan Creek Township man was sentenced Wednesday in Saginaw County Circuit Court. Savage pleaded no contest to indecent exposure last month.


Police say Savage was arrested after a resident called officers early on Oct. 16 to report suspicious activity at a car wash in Thomas Township, about 90 miles northwest of Detroit.

Savage's attorney, Philip Sturtz, didn't immediately return a message seeking comment.
