President Barack Obama returns to Washington next week in search of one thing that can revive his health-care overhaul: a sense of crisis.
Facing polls showing a drop in his approval, diminished support from independents, factions within his Democratic Party and a united Republican opposition, Obama must recapture the sense of urgency that led to passage of the economic rescue package in February, analysts said.
“At the moment, except for the people without insurance, we’re not in a health-care crisis,” said Stephen Wayne, a professor of government at Georgetown University in Washington. “You do need a crisis to generate movement in Congress and to help build a consensus.”
Obama speaks to labor leaders on Sept. 7 and to a joint session of Congress on Sept. 9 as he attempts to rebuild support for his top domestic priority, one that affects 17 percent of the economy. Lawmakers, trying to extend coverage to millions of uninsured Americans and rein in costs, are considering mandates on employers to provide coverage, new rules for insurers, and creating a government program to compete with private insurers such as Indianapolis-based WellPoint Inc.
Obama Chief of Staff Rahm Emanuel said the administration made unprecedented health-care progress in eight months.
‘Not There Yet’
“We gave Congress a charge, we gave them broad outlines, which is the reason we are farther along than any of the five presidents that have tried,” Emanuel said in an interview yesterday. “We’re not there yet, and this speech is intended to finish the job.”
Presidential speeches historically do little to move public opinion significantly, said George Edwards, author of “The Strategic President: Persuasion and Opportunity in Presidential Leadership.”
“This is almost like a Hail Mary, because they know that they’re substantially behind and the trajectory is negative for them,” Edwards said.
Unlike the financial crisis he inherited, the health-care debate is of Obama’s making and places a different burden on him, Edwards said.
“The best thing in presidential leadership is to recognize and exploit opportunities,” said Edwards. “The White House overestimated the nature of the opportunity.”

According to the National Legal and Policy Center the White House is planning a twelve month contract to capture information from social networking sites like Facebook, MySpace, and Twitter. The 51 page solicitation shows that the NLPC uncovered shows that the White House does not have to notify the people whose information is being retrieved and there is no restriction on what the White House can do with that information.
RIVERSIDE PARK, N.Y. (WPIX) - A 10-year-old girl in Riverside Park was slapped with a fine for setting up a lemonade stand without a permit Saturday.
Opening a lemonade stand has been Clementine Lee's dream since last year. She decided to take advantage of the day's nice weather to finally set up shop with her 49-year-old father, Richard.
"It was such a hot day I figured people would want a cold drink," Lee told the New York Post.
The stand was set up on West 73rd Street and Riverside Drive, and for the first 20 minutes, business was booming--they two sold 10 glasses of lemonade for 50 cents each, along with the dozen chocolate chip cookies they baked.
However, a damper was put on Lee's success when they were approached by agents demanding to see her permit at around 3 p.m. Recalled Richard, "They approached us nonchalantly but then surrounded us. They were very hostile saying 'Where's your permit?"
Several onlookers came to the pair's defense, arguing that the Lees had every right to exercise their civil rights. However, their efforts were futile as the father and daughter packed up their things and went home.
"Don't these agents have anything better to do?" said Richard. "There are better ways to raise money for the Parks Department then busting 10-year-olds."
A shaken Clementine assented, saying, "I think they should let people sell lemonade out here. We weren't hurting anyone."
The Post contacted the department after the incident. Parks Commissioner Adrian Benepe said the ticket will be revoked. Benepe said the agent used "poor judgment" in fining Lee and her father. The agent will be re-trained on rules and regulations and will be reassigned.
Oddly enough, this is not the first time this has happened this summer.

President Obama's plan to inspire the nation's schoolchildren with a video address next week erupted into controversy Wednesday, forcing the White House to pull out its eraser and rewrite a government recommendation that teachers nationwide assign students a paper on how to "help the president."
Presidential aides acknowledged the White House helped the U.S. Education Department craft the proposal, which immediately was met by fierce criticism from Republicans and conservative organizations who accused Mr. Obama of trying to politicize the education system.
White House aides said the language was an honest misunderstanding in what was supposed to be a inspirational, pro-education message to America's youths.
Among the activities the government initially suggested for prekindergarten to sixth-grade students: that they "write letters to themselves about what they can do to help the president." Another task recommended for students immediately after listening to the speech: to engage in a discussion about what "the president wants us to do."
The novel curriculum plan brought sharp criticism from conservatives, including some who complained that classrooms were being used to spread political propaganda. In response, the White House last night confirmed they were revising the lesson plan that was distributed last week by the U.S. Department of Education.
"We're clarifying that language," White House spokesman Tommy Vietor said.

The U.S. jobless rate in August jumped to 9.7 percent, the highest since 1983, and employers cut another 216,000 jobs, reinforcing concern that consumer spending will slow even as the economy stabilizes.
The increase in the unemployment rate from 9.4 percent exceeded forecasts. The smaller-than-anticipated drop in payrolls was the least in a year, and followed a decrease of 276,000 in July that was larger than previously reported, Labor Department data showed today in Washington.

If you're watching or reading this, you probably have a You Tube, Twitter, Facebook or MySpace account. According to the NLPC, the White House can access your email address. The White House is trying to gather an enemies list like they did with flag@whitehouse.gov -- the so-called "enemies list" solicited for "misinformation" about the health care debate. Both are arguably not only unconstitutional, but fascist.
NLPC has uncovered a plan by the White House New Media operation to hire a technology vendor to conduct a massive, secret effort to harvest personal information on millions of Americans from social networking websites.
The information to be captured includes comments, tag lines, emails, audio, and video. The targeted sites include Facebook, Twitter, MySpace, YouTube, Flickr and others – any space where the White House “maintains a presence.”
In the course of investigating procurement by the White House New Media office, NLPC discovered a 51-page solicitation of bids that was filed on Friday, August 21, 2009. Filed as Solicitation # WHO-S-09-0003, it is posted at FedBizzOps.com. Click here to download a 51-page pdf of the solicitation.
While the solicitation specifies a 12-month contract, it allows for seven one-year extensions. It specifies no dollar cap. Other troubling issues include:
extremely broad secrecy terms preventing the vendor from disclosing to the public or the media what information is being captured and archived (page 7, “Restriction Against Disclosure”)
wholesale capturing of comments by non-White House staff on publicly accessible sites
capturing of content of any type (text, graphics, audio, or video)
capturing of comments by both Obama critics and supporters, with no restriction as to how the White House would use the information.
This is the third controversy involving the White House internet operations in less than a month. First, Obama’s New Media operation asked supporters to send information about critics of the White House health care effort to a White House email. This provoked a storm of criticism and the White House retreated. Then large number of people complained of getting email spam from the White House supporting the President’s health care position. Again the White House was forced to back down.
Now the same people at the White House are at it again with an ambitious plan to harvest huge amounts of information from the web and specifically social networking sites.
Given the White House’s recent abuse of its New Media operations, this huge, new secretive program is yet another sign that this Administration is at best indifferent to privacy rights and at worst prepared to violate civil liberties for political purposes.
Perhaps anticipating negative reaction to the invasiveness of the plan, a justification is provided in a Q&A. section of the solicitation. Question #9 reads:
The Presidential Records Act does not require the storage or archiving of non-EOP content, as such is there a specific reason as to why the content provided on EOP related websites in the form of comments is included in these archiving procedures?
Answer: The PRA includes in its definition of presidential records content ―received by PRA components and personnel. Out of an abundance of caution, we are treating comments made by non-PRA personnel on sites on which a PRA component has a presence as presidential records, requiring them to be captured or sampled.
Of course, this interpretation of the Presidential Records Act is so expansive that virtually any communication mentioning the president or the Administration could become subject to collection and archiving under the Act. This is not out of an “abundance of caution,” but out of an over-abundance of power. President Obama should make sure that this plan goes no further.

Respected Leaders and Families Launch 9/11 Truth Statement Demanding Deeper Investigation into the Events of 9/11
NEW YORK CITY, NY (Oct. 26, 2004) – An alliance of 100 prominent Americans and 40 family members of those killed on 9/11 today announced the release of the 911 Truth Statement, a call for immediate inquiry into evidence that suggests high-level government officials may have deliberately allowed the September 11th attacks to occur. The Statement supports an August 31st Zogby poll that found nearly 50% of New Yorkers believe the government had foreknowledge and "consciously failed to act," with 66% wanting a new 9/11 investigation.

Special Report's "All Star Panel" debates Van Jones' future as the White House's Green Jobs Czar after it was learned that he is one of the "truthers" that believe 9/11 was an inside job by the government. "That is beyond extremism and radicalism," Krauthammer said. "That is psychotic paranoia." Krauthammer also added that he was "terribly disturbed about the expletive he used about the Republicans" in a speech at Berkeley earlier this year.
Mara Liasson predicts the issue will "become a major topic at the White House."

A major newspaper is calling for his resignation as chairman of the committee that writes tax laws.
And then there's this: The 79-year-old is under fire for comments he made about race and President Barack Obama.
First, Gov. David Paterson did it. Now, Rep. Rangel is doing it as an ethics probe heats up.
The "it" is playing the race card. Rangel said "bias" and "prejudice" are fueling opposition to health care reform.
Already under fire for a wide range of ethical questions, Rangel played the race card in a health care forum the other night, saying racial bias against President Obama is behind opposition to health care reform.
"Some Americans have not gotten over the fact that Obama is President of the United States. They go to sleep wondering, 'how did this happen?'"
Rangel also likened the fight to provide health care for the uninsured to the fight for civil rights.
"Why do black people have to bargain for what is theirs? Why do we have to wait for the right to vote? Why can't we get what God has given us? And that is the right to live as human beings and not negotiate with white southerners and not court the votes. Just do the right thing," Rangel said.
Rangel's incendiary remarks come as the congressman filed amended financial reports to the House Ethics Committee admitting that he forgot to report millions of dollars in assets and income.
Radio host Mike Gallagher pans the celebrity-studded "I pledge to serve President Obama" video. "I know this is hard for the adulating fans of Obama to realize," Gallagher says, "but he took an oath to serve us."

Remember, this is a White House OFFICIAL with power over the entire multi-billion dollar "Green Jobs" initiative. Van Jones, currently the White House "green jobs" czar, was attending a forum in Berkeley, Calif., back in February [a month before he was hired for his current gig] when he was asked why congressional Republicans were blocking the administration's initiatives.
Jones, a former civil rights attorney in Oakland and author of a bestseller on the green economy, was appointed as Special Advisor for Green Jobs, Enterprise and Innovation at the White House Council on Environmental Quality in March 2009.
Here's what he said.
"The answer to that is they're a**holes ... [Crowd laughter] That's a technical political science term ... And Barack Obama's not an a**hole. And I can be an a**hole. And some of us who aren't Barack Hussein Obama are going to have to start getting a little bit uppity."
Jones did issue an apology, but the damage is already done. This is really how Obama's advisors think and act. Trust me. This is most radical, arrogant, dangerous administration in American history.
Obama green jobs adviser Van Jones is apologizing for calling Republicans A-holes a month before joining the White House staff in March 2009.
His office just sent over this statement from him:
“These comments, made before I joined the administration, were clearly inappropriate and I apologize for the offensive words I chose to use during that speech. They do not reflect the views of this administration, which has made every effort to work in a bipartisan fashion, and they do not reflect the experience I have had since I joined the administration.”
CBS 2 HD has learned of more alleged back-door dealings and political power peddling by Democratic Rep. Charles Rangel.
The reigning member of Congress’ top tax committee is apparently “wrangling” other politicos to get him out of his own financial and tax troubles.
Here’s a look at Charlie’s so-called “angels” involved in his ethics investigation.
Congressman Rangel has been arrogant in refusing to discuss how, as the man who writes this country’s tax laws, he failed to report over $1 million in outside income and $3 million in business transactions as required by the House, lapses under investigation by the House Ethics Committee.
“I recognize that all of you have an obligation to ask questions knowing that there’s none of you smart enough to frame it in such a way that I’m going to respond,” Rangel said.
There may be a reason for Rangel’s arrogance. CBS 2 HD has discovered that since ethics probes began last year the 79-year-old congressman has given campaign donations to 119 members of Congress, including three of the five Democrats on the House Ethics Committee who are charged with investigating him.
Charlie’s “angels” on the committee include Congressmen Ben Chandler of Kentucky, G.K. Butterfield of North Carolina and Peter Welch of Vermont. All have received donations from Rangel
WASHINGTON (AP) - Defending a costly plan to revitalize the economy, Vice President Joe Biden on Thursday said the government's sweeping stimulus effort "is in fact working" despite steady Republican criticism and public skepticism.
"The recovery act has played a significant role in changing the trajectory of our economy, and changing the conversation in this country," Biden said. "Instead of talking about the beginning of a depression, we are talking about the end of a recession."
Nearly 200 days into the effort, Biden delivered an upbeat report card about the $787 billion rescue effort that President Barack Obama pushed through Congress. He quoted estimates by private analysts that the plan has created or saved 500,000 to 750,000 jobs so far. But many million people remain out of work.
The effectiveness of the two-year program is a matter of sharp political debate, and Biden sought to counter critics with a listing of tangible results.
"One of the criticisms is that it is simply a grab bag of different programs," Biden said in a speech at The Brookings Institution. "But the fact that the recovery act is multifaceted doesn't reflect a lack of design, it is the design."
The stimulus package is a mix of tax cuts, increased spending on Medicaid and huge investments in infrastructure, education, energy projects and more.
The White House is eager to promote signs of progress as the economy lumbers out of recession. Many economists warn that the unemployment rate will keep rising until at least next summer, and it is that measure - the loss or creation of jobs - by which many Americans decide whether economic life is getting better.
Obama's Council of Economic Advisers on Sept. 10 will report an updated projection of the number of jobs created or saved because of the stimulus plan. Biden said he expected it will back up his predictions of 150,000 jobs in the first 100 days and another 600,000 formed or saved over the second 100 days of the act.
THOUSAND OAKS -- A 65-year-old man had his finger bitten off Wednesday evening at a health care rally in Thousand Oaks, according to the Ventura County Sheriff's Department.
Sheriff's investigators were called to Hillcrest and Lynn Road at 7:26 p.m.
About 100 protesters sponsored by MoveOn.org were having a rally supporting health care reform. A group of anti-health care reform protesters formed across the street.
A witness from the scene says a man was walking through the anti-reform group to get to the pro-reform side when he got into an altercation with the 65-year-old, who opposes health care reform.
The 65-year-old was apparently aggressive and hit the other man, who then retaliated by biting off his attacker's pinky, according to Karoli from DrumsnWhistles.
The man took his finger and walked to Los Robles hospital for treatment. Doctors reattached the finger, which was said to have been severed in half. He has since been released, according to a hospital spokesperson.
