The Irani government has already dismissed the video as not enough "change".
Gabriel says that instead of empowering the Irani people, Obama is empowering the Mullah regime.
In the Islamic world, you "only go the negotiating table to negotiate a surrender," she says.
"What he [Obama] is doing, is saying to the Mullahs, America is surrendering because we cannot fight you."
