The Census: It's Time For An Amendment Banning Both the Counting Of Illegals and Statistical Sampling

Stealing the Census: Why We Have To Live With It

The Unconstitutional White House effort to create a permanent voting majority by allowing Rahm Emanuel to oversee the 2010 census is now irrelevant.

While you were sleeping, Team "O" took over America.

ACORN is the largest radical Leftist group in America today.

ACORN thinks Americans have a Constitutional right to own a home, supports illegally breaking into homes , pressures Blue-Dog Democrats to back radical legislation and generally acts like above-the-law criminals.

ACORN was officially tapped as a Census partner in February and the CRAPulus Spending "Stimulus" Bill contains over $4 Billion for "neighborhood stabilization", i.e. community organizations like ACORN.

FOX News reported:

The U.S. Census is supposed to be free of politics, but one group with a history of voter fraud, ACORN, is participating in next year's count, raising concerns about the politicization of the decennial survey.

The Census director now says it will use "community organizations", like ACORN, to ensure illegal immigrants are counted in the 2010 census.

Nope, no joke. Even more absurd is that counting illegals has been proven to be constitutional.

Oddly enough, a great piece at The Huffington Post covers the debate from all angles.

The way the Fourteenth Amendment (Section 2) is worded, "whole persons" has been interpreted to include non-citizens:

"Representatives shall be apportioned among the several states according to their respective numbers, counting the whole number of persons in each state, excluding Indians not taxed."

CNSNews reports:

The acting director of the U.S. Census Bureau, Thomas Mesenbourg, told CNSNews.com that the bureau intends to work with community organizations to make sure every illegal alien in the United States is counted in the 2010 Census.

The Census is used to apportion the seats in the U.S. House of Representative. There are 435 House seats that are divided among the states in proportion to their population, which is determined by the decennial census. States with more people get more seats in the U.S. House.

This means that a state harboring more illegal aliens can gain more House seats as long as the Census Bureau finds the illegal aliens and counts them. This also means that the illegal alien population resident in the United States during a census year has the potential to alter the regional and philosophical balance of power in Congress.

The Obama Administration has now tapped Robert Groves, an expert in statistical sampling, to replace Mesenbourg as the next census director.

Groves is a former Census Bureau associate director of statistical design, serving from 1990-92. He has spent decades researching ways to improve survey response rates. If confirmed by the Senate, he will take the helm less than a year before the decennial count, which has been beset by partisan bickering and will be used to apportion House seats and allocate billions in federal dollars.

When he was the bureau's associate director, Groves recommended that the 1990 census be statistically adjusted to make up for an undercount of roughly 5 million people, many of them minorities in dense urban areas who tend to vote for Democrats.

But in a fierce political dispute that prompted White House staff to call the bureau and express opposition, the Census Bureau was overruled by Republican Commerce Secretary Robert Mosbacher, who called the proposed statistical adjustment "political tampering."

The Supreme Court later ruled in 1999 that the use of statistical sampling cannot be used to apportion House seats, but indicated that adjustments could be made to the population count when redrawing congressional boundaries.

Anyone who has studied statistics or worked in a field which uses statistical analysis knows one thing.

Statistics can be used to prove whatever you want them to prove.

Having a pit-bull like Rahmbo The Ballerina at the helm and a brilliant statistician like Groves and counting illegals is one of the most frightening displays of the fascist take-over of America I have seen from Team "O".

And unfortunately, based on Utah v. Evans, the Supreme Court has ruled that statistical sampling is also Constitutional.

It's time for a Constitutional amendment. And this has nothing to do with the immigration debate or politics.

If you cannot vote, how can you have representation in Congress? The Census dictates Congressional districts and consequently, the Electoral College for electing The President.

How does that make sense to anyone?

Help the NRSC Fight Back Against "Rahm's Empire" Politicizing The Census!

Keep blogging, keep contacting your representatives, hold your government accountable and never give up!

Conservatism Will Rise Again!

Visit Thespendocrats.com

From the National Republican Senate Committee:

President Obama's White House Chief of Staff Rahm Emanuel is hijacking the Census Bureau to redistrict the 2010 Census to the Democrat's advantage.

Last week, the White House announced an unprecedented plan to move authority over the upcoming Census from the Commerce Department to the White House. The Census is supposed to be a nonpartisan process, but the administration is using Chicago-style politics to unjustly give Democrats an advantage in future elections.

It's in everyone's interest to have the Census process - which is the basis for drawing up Congressional districts - remain non-political.

Please stand with Senate Republicans and voice your concern over Rahm Emanuel's plan to use the Census as a political tool. You can make yourself heard by forwarding this email to your friends and encouraging them to join the NRSC and make a donation of $25 or more. We need a show of strength right now to show the Democrat's that we won't let them take over the Census for their personal gain.

Please stand with us and tell the Democrat's you won't watch passively as they sell your Democracy away to the highest bidder.

Sincerely,
Rob Jesmer
Executive Director, NRSC

There's only one word to describe the Democrat's actions to move authority over the Census to the White House - arrogance. The fact is they won't listen to us until we can apply grassroots pressure. Please stand up for common sense and help us fund opposition to this massive plan to grow government by making a secure online gift of $25 or more. Thanks again

Sen. Judd Gregg Withdraws His Nomination For Commerce Secretary, "Irresolvable Conflicts" With Obama on Stimulus, Census

Drudge reports:

Senator Gregg Statement on His Withdrawal for Consideration of U.S.

Commerce Secretary Sen. Gregg stated, “I want to thank the President for nominating me to serve in his Cabinet as Secretary of Commerce. This was a great honor, and I had felt that I could bring some views and ideas that would assist him in governing during this difficult time. I especially admire his willingness to reach across the aisle.

“However, it has become apparent during this process that this will not work for me as I have found that on issues such as the stimulus package and the Census there are irresolvable conflicts for me. Prior to accepting this post, we had discussed these and other potential differences, but unfortunately we did not adequately focus on these concerns. We are functioning from a different set of views on many critical items of policy.

“Obviously the President requires a team that is fully supportive of all his initiatives.

“I greatly admire President Obama and know our country will benefit from his leadership, but at this time I must withdraw my name from consideration for this position.

“As we move forward, I expect there will be many issues and initiatives where I can and will work to assure the success of the President’s proposals. This will certainly be a goal of mine.

“Kathy and I also want to specifically thank Governor Lynch and Bonnie Newman for their friendship and assistance during this period. In addition we wish to thank all the people, especially in New Hampshire, who have been so kind and generous in their supportive comments.

“As a further matter of clarification, nothing about the vetting process played any role in this decision. I will continue to represent the people of New Hampshire in the United States Senate.”

***
Good for you Judd Gregg! You never should have accepted in the first place, but we applaud you for having some conservative values and placing principle over promotion. A lesson that our President can stand to learn.

Update: President Obama was "surprised":

[Judd's withdraw] "comes as something of a surprise, because the truth, you know, Mr. Gregg approached us with interest and seemed enthusiastic.’

Update: Press Room Village Idiot Robert Gibbs, in what is becoming an Obama tradition, threw Gregg under the proverbial bus.

“Senator Gregg reached out to the President and offered his name for Secretary of Commerce. He was very clear throughout the interviewing process that despite past disagreements about policies, he would support, embrace, and move forward with the President’s agenda. Once it became clear after his nomination that Senator Gregg was not going to be supporting some of President Obama’s key economic priorities, it became necessary for Senator Gregg and the Obama administration to part ways. We regret that he has had a change of heart.”

Census Update: Media Still Silent, It's Still "Politics as Usual" and It's Still Unconstitutional

Resident White House pit bull Rahm Emanuel will oversee the 2010 Census. Yes, it's nothing short of "politics as usual" to establish a permanent voting majority.

Yes, it's unconstitutional.

And, yes, Fox News remains the only major news outlet reporting the scandal. Anyone surprised?

Here's the latest...

News Busters reports on the media:
The Obama administration’s decision to have the White House supervise the 2010 Census -- a response to left-wing complaints that the Census was too important to leave under the authority of Republican Judd Gregg, the nominee for Commerce Secretary -- has thus far (as of Tuesday morning) drawn absolutely no attention from the three broadcast networks, with not a single mention on the ABC, CBS or NBC morning or evening newscasts.

John Fund at The Wall Street Journal explains the politics:

President Obama said in his inaugural address that he planned to "restore science to its rightful place" in government. That's a worthy goal. But statisticians at the Commerce Department didn't think it would mean having the director of next year's Census report directly to the White House rather than to the Commerce secretary, as is customary. "There's only one reason to have that high level of White House involvement," a career professional at the Census Bureau tells me. "And it's called politics, not science."

Michael Barone makes the constitutional argument in his blog at US News & World Report:

Here's an argument that it's unconstitutional for the president to take over the Census from the secretary of commerce. It goes like this: Article I, Section 2 of the Constitution provides for an "actual enumeration" and a statute passed by Congress provides that the duties under this clause are to be performed by the secretary of commerce. Article I (as Joseph Biden didn't know in debate) is about the legislative, not the executive branch. Hence, it is argued, the president can't substitute a sampling for the enumeration required to be done by the secretary.

White House Census Move: "Nothing More Than A Political Land Grab"Says Congressman

Stealing the Census

The Unconstitutional White House effort to create a permanent voting majority by allowing Rahm Emanuel to oversee the 2010 census.

From Fox News (which is still the only Media outlet covering this story):

Utah's congressional delegation is calling President Obama's decision to move the U.S. census into the White House a purely partisan move and potentially dangerous to congressional redistricting around the country.

Rep. Jason Chaffetz, R-Utah, told FOX News on Monday that he finds it hard to believe the Obama administration felt the need to place re-evaluation of the inner workings of the census so high on his to-do list, just three weeks into his presidency.

"This is nothing more than a political land grab," Chaffetz said.

Rep. Rob Bishop, R-Utah, told the Salt Lake Tribune that the move "shouldn't happen." He and Chaffetz are trying to rally Republicans "before its too late."

"It takes something that is supposedly apolitical like the census, and gives it to a guy who is infamously political," Bishop said of Chief of Staff Rahm Emanuel, who would be tasked with overseeing the census at the White House.

The U.S. census -- a counting of the U.S. population -- is conducted every 10 years by the Commerce Department. Its results determine the decennial redrawing of congressional districts.

As a matter of impact, the census has tremendous political significance. Political parties are always eager to have a hand in redrawing districts so that they can maximize their own party's clout while minimizing the opposition, often through gerrymandering.

The census also determines the composition of the Electoral College, which chooses the president. If one party were to control the census, it could arguably try to perpetuate its hold on political power.

This really is happening! Totalitarianism! You heard it here first! Obama and the Marxocrats really are trying to steal your future!

Obama Census Decision Unconstitutional; Latino and Black Groups Do Not Trust Judd Gregg

This is making less sense every day. Why, exactly, is Judd Gregg being considered for Commerce Secretary? Remember, he voted to destroy the Commerce Department before he chose to lead it.

Earlier this week, we discussed how President Obama will have the Census Secretary report to Rahm Emanuel instead of the Commerce Secretary designee Gregg.

We claimed (correctly) that this is nothing short of political chicanery designed to re-draw congressional districts to favor total Democratic Totalitarian control of the country.

Now, Congressional Quarterly is reporting this:

The decision came after black and Hispanic leaders raised questions about Commerce Secretary nominee Judd Gregg ’s commitment to funding the census.

Gregg, New Hampshire’s senior senator, voted in committee and on the floor for a 1995 Republican budget that envisioned the elimination of the Commerce Department. Of even more concern to black and Hispanic leaders, Gregg battled President Clinton over a request for “emergency” funding for the 2000 census.

“Secretary of Commerce-designate Judd Gregg ’s record raises serious questions about his willingness to ensure that the 2010 census produces the most accurate possible count of the nation’s population,” the National Association of Latino Elected Officials said in a release on Tuesday, the day Gregg was named to the post. “Policymakers and planners at all levels of government rely on these data to make important decisions about their services, such as the number of teachers that will be needed in their classrooms, the best places to build new roads, or the best way to provide job training.”

The selection of Republican Gregg for Commerce — a plum post often given out to a big fundraiser or personal friend in the president’s own party — left many Democrats scratching their heads and others fearful that Gregg might not defend favored agencies and programs with the department.

“Sen. Gregg’s record of previously voting to abolish the Commerce Department and his attempts to block President Bill Clinton’s efforts to secure adequate funding for the 2000 census raise troubling concerns regarding his commitment to the department’s core missions,” Congressional Black Caucus Chairwoman Barbara Lee , D-Calif., said Tuesday.

Remember, also, the Congressional Radical Anti-American Pork (CRAAP) Spending bill includes $1 Billion dollars "to minimize undercounting of minorites" in the 2010 Census.

So, now that we know the reason for the Census Bureau change is completely and totally politically motivated (change, right?), now we find it illegal also!

From Samizdata:

In Article I, Section 2 the US Constitution orders that "The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct."

The Congress, by law directed that:

"The Secretary [of Commerce] shall perform the functions and duties imposed upon him by this title, may issue such rules and regulations as he deems necessary to carry out such functions and duties, and may delegate the performance of such functions and duties and the authority to issue such rules and regulations to such officers and employees of the Department of Commerce as he may designate."

Anyone in the main stream media besides Fox News covering this?

Of course not.

Rahm Emanual Will Oversee 2010 Census, Congressional Redistricting, Eternal Obama Socialism Voting Majority At Stake

This cannot be good.

Secretary of the Census will now report to Rahmbo "Dead Fish" Emanuel instead of Commerce Secretary designee Judd Gregg, a Republican.

Think about it. The Census is used, among other things, for redistricting of congressional districts.

Remember, the Congressional Radical Anti-American Pork (CRAAP) Spending bill includes $1 Billion dollars "to minimize undercounting of minorites" in the 2010 Census.

Now why do you suppose Liberals would have to make sure they know where every single minority lives? Because they actually care about that? Or because they want to make sure groups like ACORN get them to vote for Obama in 2012?

In another disgusting display of the Obama-mania media, the NY Times had this warning/reminder in Wednesday's editorial page.

The census is used to allocate federal aid to states and draw electoral districts. Given all that, one would think that the White House would be paying more attention. It isn’t. A director of the census, who must be confirmed by the Senate, has yet to be named.

In his confirmation hearing, Mr. Gregg must explain what he would do to get the 2010 census back on track. Before that, Mr. Obama must choose a competent director and pledge his administration’s full support to spend whatever is necessary to salvage the count.

This is not good. Not good at all.
