Republican consultant Roger Stone is asked by Megyn Kelly if there will be a penalty for kids in Broward County, FL, who miss President Obama's speech to schoolchildren on Tuesday.
"I understand the punishment will be that students who refuse to participate will be required to listen to a speech by Vice President Joe Biden."
"Your punishment could be listening to Joe Biden? That could be a violation of the 8th Amendment," Gregg Jarrett comments. For the record, the 8th Amendment prohibits the federal government from imposing excessive bail, excessive fines or cruel and unusual punishments.
"I actually find Joe Biden quite entertaining," Kelly replies. "He gave us a lot of laughs during the campaign."
